A hundred years of Frome Council Houses

Frome-born Judith Loughlin explains how, following the Addison Act 1918, council housing came to Frome. She explores the challenges encountered along the way until the radical changes introduced by the right to buy in 1980 and asks whether anything has been learned over the years about meeting housing needs in Frome.
